[CM]Open Dashboard Navigator can't work for the first time after installing

Description

Environment:
CUBRID Server: Windows 32bit
CM: Windows 32 bit
1. Install CM:8.4.0.0241
2. Login CM, and click Tools - >Open Dashboard Navigator ...

Actual Result:
For the first time, this function can't work after clicking, and you must click Dashboard on the tree of left, and then go to Tools -> Open Dashboard Navigator, it will work as expected
