[CQB8.4.1.1206] When open 40 query editor, it will breakdown.

Description

In CQB8.4.1.2201
1 In CUBRID/conf/cubrid_broker.conf, Max_num_appl_server=40.
2 import server connection.xml
3 connect 40 connection together,choose 40 connection, click new query editor.

Actual result:
It will breakdown. CQB will haven't any response.

In CM8.4.1.2201
1 Login one database, choose many tables, right click new query editor again and again.
2 When the count of query_editor_cub_cas_ in service is more than 35, Cannot
display the right click.

We should define a maximum number of opening query editor.
I think, CM/CQB do not open more than 10 query editor even if the user select more than 10 tables.

Please fix show warning message as "You can not open more than 10 of query editors at the same time." instead open all query editors.
