Make the current pc ip resolution more stable

Description

Some machine returns 127.0.1.1 as current ip.
We didn't expect this. Just add the check logic for the case of loopback adress and make the local ip is configurable by controller.

Make ngrinder.controller.ipaddress property so user can choose his ip by himself.
