[Python] If a transaction is being performed, cci_disconnect() can't work correctly.

      Description

      The responding issue in Cubrid:

      The manual of cci_disconnect():
      http://www.cubrid.org/manual/843/en/cci_disconnect

      The cci_disconnect function disconnects all request handles created for conn_handle. If a transaction is being performed, the handles are disconnected after cci_end_tran() is executed.

      We need to fix the drivers according to the CUBRIDSUS-5855

        Because the changes in CUBRIDSUS-5855 dosen't resolve the problem, so rollback the change in Python driver.
